No backing for grout. Clearly easy to replace and ot looks like you would be doing that often. Particularly if those aren't stainless steel clips.

That makes a great rain screen, keeping off the worst of the bulk water from your walls. But it's actually going to be a problem in a fire. Deal with the propulsion question separately, I say. Over time, human inventiveness can and will change weights and form factors and any other characteristic...in alignment with the incentives to do so. Entangling purposes in policy kind of guarantees future compromises.

I think we're generally in agreement, but, truly why have an allowance at all? The mass of a vehicle, no matter the nobility of its form of propulsion, is still a major factor in the wear on the roads (hence the need for repair monies) and for the damage in accidents.

True but it also serves as an incentive to lower vehicle weights across the board, which is a good thing for road maintenance and safety. If you want to dis-incentivize ICE vehicles*, then directly tax their harmful properties, the tailpipe emissions. *not just cars!

There are many countries who have swept their terrible histories under the rug and perhaps actually studying the particular ways that's bitten them might be helpfully instructive in crafting a way out of this morass.
