Agencies of public control “do not simply respond to ‘moral panics’ They form part of the circle out of which ‘moral panics’ develop. It is part of the paradox that they also, advertently and inadvertently, amplify the deviancy they seem so absolutely committed to controlling.”
Opinion
A report exposed a crisis in academia. The response was telling.
Universities risk losing public trust when political dogma outweighs truth.

adding to the thread of Hall time greats, a long one but an excellent excursus of the crisis of hegemony, "moments when the whole basis of political leadership and cultural authority become exposed and contested."
A crisis of hegemony marks a moment of profound rupture in the political and economic life of a society, an accumulation of contradictions. If in moments of 'hegemony' everything works spontaneously so as to sustain and enforce a particular form of class domination while rendering the basis of that social authority invisible through the mechanisms of the production of consent, then moments when the equilibrium of consent is disturbed, or where the contending class forces are so nearly balanced that neither can achieve that sway from which a resolution to the crisis can be promulgated, are moments when the whole basis of political leadership and cultural authority becomes exposed and contested. When the temporary balance of the relations of class forces is upset and new forces emerge, old forces run through their repertoires of domination. Such moments signal, not necessarily a revolutionary con juncture nor the collapse of the state, but rather the coming of "iron times'. It does not follow either that the 'normal' mechanisms of the state are abrogated. But class domination will be exercised, in such moments, through a modification in the modes of hegemony; and one of the principal ways in which this is registered is in terms of a tilt in the operation of the state away from consent towards the pole of coercion. It is important to note that this does not entail a suspension of the 'normal' exercise of state power - it is not a move to what is sometimes called a fully exceptional form of the state. It is better understood as - to put it paradoxically - an 'exceptional moment' in the 'normal form of the late capitalist state. What makes it 'exceptional' is the increased reliance on coercive mechanisms and apparatuses already available within the normal repertoire of state power, and the powerful orchestration, in support of this tilt of the balance towards the coercive pole, of an authoritarian consensus.

This from Lesley Doyal is so critical in addressing social goods as both limits on provision and a hierarchized structure of labor and knowledge.
production.
Hence a socialist health service would not only have to provide equal access to medical care but would also have to address itself seriously to such problems as how to demystify medical knowledge and how to break down barriers of authority and status both among health workers themselves and also between workers and consumers.
Indeed the whole notion of treating patients' - of seeing them as passive recipients of medical expertise - would need to be rethought.

Plenty to reflect about re: the Arday affair, but I'm going to repeat this one thing. The playbook the right used here is effective even though it's not especially sophisticated, as it relies on the audience to do the dirty work.
