Senator Klobuchar: Thank you very much, Mr. Chairman, and we welcome you, Mrs. Rollins, thank you. Your entire family that seems to take up like 10 rows as well as your FFA officers, it's kind of an incredible group there. And your ag teacher. I want to thank Senator Boozman for holding this important nomination hearing. Thank you to our colleagues from Texas who are here. 
Senator Boozman and I have been friends and colleagues for years, and as you noted, you came to visit my state. We didn't consider that cold that day in May. We considered it a beach day with a touch of snow. And I want to thank you for visiting with our farmers, and our ranchers, and our conservation and nutrition leaders in our state. I also look forward to working with you to be a voice for rural America. All of our colleagues on this Committee are incredible voices for rural America. I'm really excited. I told our Democratic leaders on this committee how excited I am about the people that are on this Committee, and I believe we're going to work really well together. 
I want to mention our friend and colleague, Senator Stabenow, for her 14 years of leadership of this Committee. She's now retired from this Committee, but whether it was passing Farm Bills, standing up for conservation programs, or making sure there was food on the table, she was always at the forefront of the fight. I'd like to thank all of our returning members, as well as the new senators on the Committee that Senator Boozman mentioned, Senator Schiff and Senator Slotkin. They've been already really strong participants in all of these discussions we've been having, and Senator Moran, as well as Senator Justice, thank you. We're looking forward to continuing the strong tradition of bipartisanship. 
Mrs. Rollins, again, thank you for being here. I enjoyed our previous discussions, and I look forward to the hearing today and hearing from you about your plans for the future. I know you and your family, I just talked to your mom about it, have had a farm in Minnesota for years, and I hope you will be visiting our state again soon. 
As you know, the Secretary of Agriculture is a voice for rural America within the President's cabinet. If rural America is going to prosper, it will be important to have a Secretary who will address the challenges facing farmers and rural families, who sees the importance of nutrition and conservation, and who will work with us on a strong, bipartisan farm bill. 
We on this Committee have made progress on so many fronts, from strengthening crop insurance to improving voluntary conservation programs to the good work we have done on biofuels across the aisle. But there are still numerous challenges facing America: avian flu, struggling dairy producers, flooding, droughts, wildfires, as Senator Schiff well knows, scarcity at food shelves, and the lack of housing, child care, and healthcare facilities in rural America.United States Senate Committee on Agriculture, Nutrition and Forestry PUBLISHED: JANUARY 23RD, 2025

As we discussed, I have concerns about some of the proposed policies from the Administration, and while I have always supported targeted tariffs, I'm concerned that major across-the-board tariff increases could hurt rural America. I hope that if confirmed that Mrs. Rollins will make the case for sensible trade policy that will work for our farmers in rural America. 
We also need leaders of the USDA that believe in science and research, which is so critical right now. I know many of our members will be asking [questions] on that front. 
As a Ranking Member of this Committee, I'm committed to doing what's right for rural America, which means finding common ground when we can but standing our ground where we must. 
In Minnesota, our prosperity depends on the strength and vitality of our rural communities. Farmers and livestock producers need access to safety net programs, which with weather conditions threatening all the time, input costs, and the like. And rural businesses can't spur innovation and create jobs without an available workforce, which I think is going to be an issue we'll be confronting this year, as well as child care, health care, housing, and broadband. I know this is true not just for me but for all members of this Committee. 
And I look forward to the hearing today, and to learning more about Mrs. Rollins your plans for the Department of Agriculture. Thank you very much, and thank you to our colleagues.

The National Organic Standards Board (NOSB) generally meets twice each year in a public forum to discuss and vote on recommendations to the USDA. These recommendations help the Department meet the needs of the organic industry. This meeting replaces the NOSB meeting scheduled for November 4 – 6, 2025, which was cancelled.

What is Social Democracy?

Social democracy and democratic socialism are often used as synonyms; however, there are differences. Social democracy has a mostly capitalistic economy (i.e.: a less-regulated market and fewer rules against private ownership of land, utilities, etc.), but also with large-scale social welfare programs.

Social democracy is seen in the Nordic model, which includes a welfare state based on free market capitaliam. The model also include multi-level collective bargaining, a high percentage of the workforce unionized, and a large percentage of the workforce employed by the public sector. The Nordic countries were shaped by social democracy. Many other European countries have social democracies.

Socialism vs. Communism

Socialism and communism are both built on the premise that individuals contribute to society based on their ability to do so. Both concepts have the government playing a larger role in economic planning, investment, and government control institutions. Both also remove private business as a producer of goods and services.

There is a big fundamental difference between socialism and communism. Individuals under a proper communist system would not have money and would be given what the government thinks you need in terms of food, clothing, housing, etc. The people would not need to work harder to receive the same amount as anyone else. Under socialism, individuals are compensated based on their individual contribution; therefore, those who work harder would receive more.

Furthermore, communism views all property as public property, while socialism allows individuals to still have their own private property. Communism is an economic and political philosophy, and socialism is an economic philosophy. Lastly, communism abolishes class distinctions as everyone is effectively treated equally, while socialism allows class distinctions to exist, as there is the opportunity for some to achieve more wealth than others.

A Guide to the Hatch Act for Federal Employees. Who We Are. The U.S. Office of Special Counsel (OSC) is an independent federal investigative and prosecutorial agency. Our basic authorities come from four federal statutes: the Civil Service Reform Act, the Whistleblower Protection Act, the Hatch Act, & the Uniformed Services Employment & Reemployment Rights Act (USERRA).
OSC promotes compliance with the Hatch Act by providing advisory opinions about the law. Every year, OSC's Hatch Act Unit provides over a thousand advisory opinions, enabling individuals to determine whether their contemplated political activities are permitted under the Act. The Hatch Act Unit also enforces compliance with the Act by investigating alleged Hatch Act violations. Depending on the nature and severity of the violation, OSC may seek disciplinary action against an employee. OSC prosecutes Hatch Act violations before the Merit Systems Protection Board.

Transit Benefits
In the event that a lapse in appropriation occurs, furloughed employees are authorized by the Department of Transportation to use their transit benefits to travel to and from work on October 1, 2025, for the purposes of conducting an orderly shutdown. After October 1, 2025, the transit benefit may only be used by employees who are excepted from the furlough.
Unemployment Insurance
You may be eligible for unemployment insurance. Below is applicable information should you decide to apply for unemployment compensation.
• Applications for unemployment are submitted to the state where you are employed, not where you live.
• Consider printing applicable documents (SF-8, last SF-50, furlough notice, creditor letter) during shutdown procedures to ensure you have the necessary materials if you choose to apply.
• Information about the unemployment compensation eligibility and the application process in your state is available at the Department of Labor's website at How Do I File for Unemployment Insurance? or at your state employment office.

2. Escepted Employee and Excepted on an Intermittent Basis Employee:

b. Voicemail. As excepted employees are performing work that, by law, may continue to be performed during a lapse in appropriations, their voicemail should reflect their status - either continue to have their "in the office" information or record an "out of the office" message (see Furloughed Employee) based on when they are working.
3. Exempt from Furlough Employee:
a. E-Mail. Employees who are not funded by annually appropriated funds and not affected by the lapse in appropriations, their e-mail should not have an "out of office" message. If an exempt employee is not working (on leave or for other reason, they should discuss an appropriate message with their direct supervisor.
b. Voicemail. As exempt employees are not affected by the lapse in appropriations, their voicemail should continue to have their "in the office" information.
4. Signage for Closed Offices. Post out of office sign on doors where visible to the public.

11. Print out your most recent Standard Form 50 (SF-50), Notification of Personnel Action, if considering applying for unemployment benefits with your State. Your SF-50s can be accessed through eOPF in HR Connect.
12. Earnings and Leave Statements. form W-2, and other documents can be accessed through
NFC's My Employee Personal Page (MyEPP) during the furlough when using your personal cell phone or personal computer. Employees are encouraged to log into MyEPP before they shut down their government computer and validate under "Preferences" in MyEPP that their two-factor verification code is not being sent to the employee's work email address or govemment issued cell phone. Update this information under "Change Two-Step Authentication". This will allow the employee to access MyEPP from their personal cell phone or personal computer during the furlough.
13. Ensure your trash can is clear of any perishable items and place trash bag in hallway. Lock your office door, if applicable, at departure.
14. Submit your timesheet (see "Time and Attendance Guidance" for additional information).
You will be compensated for time spent in carrying out orderly shutdown procedures after funding is passed. Federal employees who are furloughed or required to work during a lapse in appropriations will be compensated for the period of the lapse on the earliest date possible after the lapse ends.
15. Take home your government furnished equipment, i.e. laptop and/or cellphone. While in a furlough status you are authorized to use your government furnished equipment for the limited purpose of monitoring updates from your agency leadership or other authorized activity such as those outlined in the Office of Personnel Management (OPM) Erequently Asked Questions.

Employee Orderly Suspension of Operations Checklist
To Be Completed Before Departure on Wednesday, October 1, 2025
Furloughed employees must perform orderly shutdown procedures on their next regular workday, which for most USDA employees will be on Wednesday, October 1, 2025. If you were scheduled to be on pre-approved leave, an alternate work schedule (AWS) day off, or a non-workday, then you will perform your orderly shutdown on your next regular workday (or day scheduled to return to duty). These procedures include securing confidential information. cancelling upcoming meetings, leaving the furlough status script on your email and phone, and completing and submitting your timesheet. Employees who are teleworking or working remotely should perform all shutdown activities from their telework or remote duty location. However, if performing any of the shutdown activities requires you to be physically present at the agency worksite, then you must come into the office.
A lapse-affected employee is allowed to perform work only to perform orderly shutdown activities. Employees may code up to 4 hours to perform shutdown activities (if less time is needed, then only code the amount of time actually spent performing shutdown activities).
1. Ensure your supervisor has your current personal contact information (cell phone number and email address). Ensure you have your supervisor's current personal contact information, and your servicing Human Resources office phone number.
2. Complete any organization specific shutdown activities as directed by your supervisor.
3. Secure all Personally Identifiable Information (PII), confidential, and sensitive data in your work area and clear your open, accessible workspace as appropriate.
4. Discuss cancellation of any meetings scheduled on October 1, 2025, or later with your supervisor.

GENERAL INFORMATION:
1. WHO WILL PAY UNEMPLOYMENT BENEFITS?
It you are eligible, you will be paid by a State employment security agency under the provisions of its unemployment insurance (Ul) law. The amount of your regular weekly benefits and the period for which benefits will be paid will generally be determined by the law of the State in which you had your last Official Duty Station. This Duty Station will be printed on your final "Notification of Personnel Action", SF-50. If you have received all the regular benefits for which you are eligible, you may, under certain circumstances, became eligible for additional weeks of extended benefits; check with a State local office official. If your last duty station was outside the United States, you will not be eligible until you return to the United States, including the District of Columbia, Puerto Rico, and Virgin Islands. Your benefit rights will then be determined under the law of your State of residence.
UCFE/UI for unemployed Federal workers is paid from U.S. Government funds. No deductions were taken from your pay to finance these benefits.
2. UNDER WHAT CONDITIONS WILL I BE ELIGIBLE?
All State Ul laws require that:
a. You must be unemployed, able to work, and available for suitable work; (In some cases, you may be eligible if you are employed less than full time);
b. You must register for work and file a claim at a local public employment service/Ul claim office;
c. You must continue to report to the office as directed; and
d. You must have had a certain amount of employment/wages within a base period of 1 year specified in the State law and have been separated through no fault o your own.
All State Ul laws will deny you benefits for such reasons as
a. Quitting your job voluntarily without good cause or being discharged for misconduct connected with work; or

USDA LAND LOAN IN CRISIS
We have a small rented farm we evacuated due to flooding, we unknowingly rented from a sub letter and when they left so did maintenance and flood ditches.
We put in a USDA land loan application 2.5 months ago seeing this coming. They need a purchase order first and we made a deposit which requires us to turn in required paperwork and we get our deposit back if denied.
They have sent us more letters saying they need more and more and more paperwork, much more complicated than the initial application we reviewed. After scrambling to turn in almost 600 (not kidding) pages of paperwork and hundreds of hours of work (also not kidding)they said we'd likely be denied. I pleaded for a denial on time to get our deposit back aoso we could make an offer elsewhere for a traditional home loan with land.
Throughout the process we've had very little help and as of recent we are lucky to get any response. It has become a NIGHTMARE. We are pleading for a rejection so we can move on with our deposit, we have extended numberous times and cannot keep extending. They said it has now gone on to DOGE and they have until 30 days of the date we turned in the last round of paperwork. Not for closing, just for approval/denial.
This terrifies me as we are on round 3 of paperwork submissions and surely somewhere they can find yet another request or requirement for paperwork OR they can let it sit with DOGE who doesn't give a (@#+@) about farmers and they may not honor the 30 days (of course which followed another month and a half or more).It's bad enough the USDA has been gutted and there is ZERO help for small farms, but now they are risking my personal money, leaving us unable to apply for the home loan with land we would certainly get quickly approved for allowing us to keep farming with the least disruption. They are causing us to close our doors for longer each day that passes.
I am so beside myself with anger and frustration.
None of the process was explained to us ahead of time but a much more simple loan application. I guarantee the process has changed and gotten more intense because clearly they don't want to lend, especially to new farmers. Fine. Dont. But to Force a farm to lose their own money - and lock up their ability to apply for another loan for months - that's the most upsetting of all. We wasted hours of time we could have been farming, but if we lose our land deposit I will be furious beyond anything l've felt in a long time because it's wrong.
It's happening because there is no one who cares at the top or will do anything to keep this from happening.
Thank you for letting me share. The USDA workers have it very hard, tough times for all. It's the policy makers that make me so furious. I watch everything announced and in Washington.
When we have nothing in this country to eat but soybeans, corn, and wheat I am still not sure anything will change with the leaderships lack of understanding of this business as a whole. Farming albeit low margin is a very important business. Harming farmers doesn't do anyone any good.
I feel there is no one at the USDA to even escalate this to, and given the gutting of the department more and more each day I doubt it.

For many years one of the most memorable attractions at the Arizona State Museum was a large cross-section of a giant sequoia, prepared so that the rings were visible, and marked with the dates of various historical events. A.E. Douglass, the pioneer of tree-ring dating, had played a large part in obtaining this slab for the museum, and there are are several photographs showing him expostulating in front of it. In the image shown here, Douglass (on the left) is pointing to rings formed early in the life of the tree, in the third century CE. The list of historical events is below his hand, with each date literally tied to the corresponding tree ring by pins and a length of string. Immediately in front of him another label identifies an event which was significant for the tree itself: a forest fire that injured it, leaving a scar visible in the pattern of rings, but which did not kill it. Deferred Resignation Program 2.0
The U.S. Department of Agriculture (USDA) is committed to fully implementing Executive Order 14210, Implementing the President's "Department of Government Efficiency" Workforce Optimization Initiative (February 11, 2025). As part of implementation of this Executive Order, USDA is developing Agency Reduction in Force (RIF) and Reorganization Plans in alignment with Office of Personnel Management (OPM) and Office of Management and Budget (OMB) guidance. While final plans are still under development, USDA aims to be transparent about what employees can expect. In response to the guidance, USDA will be:
• Optimizing and reducing the size of the workforce to become more efficient.
• Relocating many employees from the National Capital Region (NCR) to be closer to the farmers, ranchers, foresters, and consumers we serve.
• Consolidating duplicative and/or redundant functions, particularly business support functions.
• Eliminating unnecessary management layers.
• Placing employees with employees that perform similar functions at hub locations.
• Rightsizing USDA's facilities and minimizing our office footprint in the NCR and in parts of the country.
Therefore, USDA will be offering a second and final Deferred Resignation Program (DRP 2.0). USDA'S DRP 2.0 will open tomorrow, April 1, 2025, and run through April 8, 2025. This program will mirror the benefits of the first offering which includes paid administrative leave through September 30,
2025. Employees electing the program will offboard no later than September 30, 2025, unless they choose to offboard sooner. USDA is offering DRP 2.0 to permanent and term employees, including employees in their probationary or trial periods. Should you elect DRP 2.0, you can expect to start administrative leave as early as April 15, 2025, but no later than April 30, 2025. Those employees who opted into the first DRP offering are not eligible for DRP 2.0.
