We have identified 31 offices & councils that are Day 1 targets across every Cabinet-level department. See Appendix for list of Phase 1 closures.
The following process should be executed across Agencies on January 21:
1. The Agency Head will issue a directive to implement the President's DEIA Executive Order, including shutting down Day 1 DEI Office(s) websites, placing staff that report to Day 1 DEl Office(s) on administrative leave, and delegating authority to an Agency Project Lead to execute these actions.
2. Following the Agency Head's directive, the Agency Project Lead will:
a. Send a notification to Day 1 DEl Office employees that they will be placed on administrative leave.
i. Send notification letters.
ii. Restrict impacted employees' computer and building access (while maintaining a method of communication to contact them while on leave).
3. Take down all outward facing media (websites, social media accounts), which are hyperlinked in the Appendix.

B. Phase 2 (Day 2-30)
38 DEI Offices are statutorily mandated offices (EEO / Civil Rights) that have been corrupted with new DEl divisions. These are tagged for Phase 2. Phase 2 will identify the non-statutory branches / DEl employees and place them on administrative leave.

C. Phase 3 (Day 31-180):
Phase 3 includes three workflows:
a. Identify & place on administrative leave additional DEl-related employees (outside of the identified offices, who are dispersed through normal operating divisions). We will accelerate this to Phase 2 if possible.
b. RIF the Phase 1 offices in their entirety.
c. RIF the Phase 2 offices' corrupted branches (we are exploring options for this).
Next Steps Underway:
• Identify DEl offices & councils in non-cabinet agencies
• Identify DEl-related employees not in Phase 1 or 2 offices
• Identify DEl-related policy statements, handbooks, and equity / gender identity action plans for recission
