This is insane. It's 1) Congressionally-Directed earmarked research to benefit Military personnel 2) as OP says, awards are guided by patient advocates on the panel 3) it's pre-translational work that benefits soldiers, vets, and the general public later $$ savings are negligible overall

Yup. This is not a 'leftist' vs. 'liberal' split, this is an authoritarian vs. rule-of-law American split. If Chuck Schumer capitulates, he is on the side of the authoritarians, and all Americans (and certainly all Democrats) will immediately recognize this.
