Finally, we discussed Short Term Relocation Payments that landlords make to tenants who need to move out for 1-29 days during construction or repairs, so they can get a hotel. In addition to raising the daily rate, the committee also recommended that it be changed from per-unit to per-bedroom.

Currently the Berkeley Rent Board is preparing to switch to new database software, once complete around late 2027, the public should be able to see inspection history for rental housing. Our committee will continue working on the details of what a scoring system might look like.

Housing inspection scoring: Some cities like Toronto and LA have interactive maps where tenants can look up building inspection history. In 2020, Berkeley passed an eviction moratorium to deal with COVID. That had to be done in a hurry due to the urgency of the crisis. The proposed eviction moratorium law will create something that's been carefully planned, to be ready to use in case of natural disaster, pandemic, etc.

At the September joint Rent Board & City Council committee on housing, we worked on a pre-written eviction moratorium law for future states of emergencies, a housing inspection scoring system similar to restaurant health scores, and increasing short-term relocation payments. 1/
