BOSTON - Monday, May 5, 2025 - Mayor Michelle Wu today announced that the City of Boston joined a lawsuit with cities and counties from across the United States to challenge the Trump Administration’s unlawful move to cancel $3.6 billion in grants for housing and homelessness prevention unless Boston and other communities agree to the President’s unconstitutional Executive Orders. The suit challenges the move by the Trump Administration to withhold nearly $48 million in previously-awarded funding for Boston to fight homelessness unless the City agrees to comply with a raft of new Executive Orders and grant conditions, which are unrelated to housing and likely unconstitutional. The Administration’s actions threaten billions in funding from the U.S. Department of Housing and Urban Development’s Continuum of Care (CoC) program, the single largest source of federal funding Boston and other cities use to address homelessness. This lawsuit seeks to defend the City from executive overreach and many unlawful and arbitrary conditions being added to the CoC program.A screenshot of a press release. These services are part of Boston’s broader “housing first” strategy, which focuses on helping people move into stable housing as quickly as possible with supports to help them stay housed. The actions by the Trump Administration threaten these resources and the housing that the City and its partners are able to provide. The new requirements from the federal government would force Boston and other cities to make legal promises that conflict with local laws, values, and long-standing efforts to support residents and connect them with stable housing. These include conditions related to immigration enforcement, health care, DEI, and how cities support transgender and gender-diverse individuals. If Boston agreed to these terms and was later found to be out of compliance based on this federal administration's unfounded and unsupported interpretation of the laws, the City could be forced to pay back all the grant money—up to three times the original amount—leaving thousands of residents without housing support and putting the City in an unnecessary position financially.A screenshot of a text release. Boston will continue to fight for critical funding to care for our residents and will protect their basic rights," said Council President Ruthzee Louijeune. Boston joins seven other jurisdictions in filing this lawsuit in the federal Western District of Washington, including King County, WA; the City of New York, NY; the City of Columbus, OH; the City and County of San Francisco, CA and Pierce County and Snohomish County, WA.

That total is the lowest in 67 years, and less than 20 percent of the total in 1990, the city's most violent year on record.That decline has made Boston an outlier among similarly sized US cities: In 2023, there were 150 homicides in Louisville, Ky.; 132 murders in Las Vegas; 73 homicides in Portland, Ore.; 85 in Denver; and 38 in El Paso, Texas.

BOSTON - Thursday, February 20, 2025 - Late yesterday, Mayor Michelle Wu co-led a coalition of Mayors from across the United States in writing and filing an amicus brief in federal district court in Boston to stop the Trump Administration's drastic and illegal cuts to federal research funding and immediate job losses in cities nationwide. Over 40 mayors, cities, and counties from across the country joined the brief. These cities are home to universities and hospitals that employ hundreds of thousands of Americans in cutting edge medical and scientific research, and the federally-funded research in these communities has made the United States the global leader in scientific discovery. The brief seeks a temporary restraining order against the Trump Administration, alongside the research universities, medical schools, hospitals, and 22 states that are plaintiffs in the three cases filed last week in federal district court.

“For decades, Congress has made a clear choice to use federally-funded research to invest in cities, build a broadly-distributed infrastructure for scientific discovery, create jobs, and drive economic growth in communities across the United States,” said Mayor Michelle Wu. “We join with cities across the country – in red states, purple states, and blue states – to stop this illegal action that will cause layoffs, lab closures, and undermine scientific progress in American cities. I thank Massachusetts Attorney General Andrea Campbell for her leadership on behalf of the research institutions of Boston.”This amicus brief is in response to the abrupt February 7, 2025 announcement by the National Institutes of Health (NIH) of an immediate reduction in funding for scientific and medical research institutions across the country. Under the NIH’s new policy, which temporarily went into effect on Monday, February 10, payments for indirect costs reimbursed to research universities would be capped at 15%, down from 30-70%. The brief makes clear that NIH funding cuts would devastate research institutions in cities across the county, cause job losses, create severe economic disruption, and undermine a critical pillar of strength and civic pride in cities across the United States. The cuts would also undermine critical medical and scientific research that residents are counting on, including cancer, diabetes, and heart disease, and jeopardize the cities’ and country’s position of global leadership on scientific advancement.
“The Gainesville community depends on this highly efficient, dependable investment of our tax dollars back into our city’s innovation economy,” said Harvey L. Ward, Mayor, City of Gainesville, Florida. “I’m glad to join other mayors in highlighting the vital role NIH funding plays in the lives of everyday hardworking American families.” 
“The breadth and diversity of this coalition highlights the devastating and widespread impact of these NIH funding changes, from Alzheimer’s research to cancer clinical trials,” said Jill Habig, Founder and CEO of Public Rights Project. “We’re proud to partner with mayors, cities, and counties in opposing this threat to critical federal funding and the health and vitality of our communities.”
On Monday, February 10th, twenty two states and associations of medical schools, hospitals, and universities, filed three related cases, and secured a temporary restraining order preventing the Trump Administration from slashing the reimbursement rates. That initial order will be revisited this week in a hearing scheduled for Feb. 21.The Public Rights Project served as amici counsel. Mayor Wu has always been a staunch advocate for city workers and it's been an honor to help her push paid family leave benefits at City Hall across the finish line. When I had my first daughter in 2017, I was one of those city workers represented by a union and not covered by the first roll out.

I always say rule number one is never compare yourself to Michelle Wu, who makes the impossible look effortless. But it’s hard to put it to words how inspiring it is to watch her balance a demanding, impactful career with raising children. Congrats, Mayor to you and the family. 💜

Putting aside that @boston.gov committed to fleet electrification in 2019, some facts: City gets $7,500 tax credit* per EV here. On top of $10K fuel/maintenance savings over the lifespan. The EVs replaced old/unusable gas cars with mostly comparable cost, eg Chevy Tahoe $56K+ sticker price today.
