Violating laws or norms can carry reputational and criminal accountability costs. I argue that states design Secret International Agreements to meet the challenge of mutually perceived transnational threats while attempting to reduce reputational and accountability costs.

Depending on their context, assassinations can violate state rights (prohibition on the use of force against states) and/or individual rights (the right to life under human rights law, or the rights of neutral civilians under the laws of armed conflict).

Arturo Jimenez-Bacardi @ajimenezbacardi.bsky.social · 23/01/2026
I argue that states cooperate to kill to expand their coercive powers beyond their borders to deal with perceived transnational threats (from terrorists to dissidents). But cooperating to kill also comes with costs.

This was all part of an effort by Barr to reassert the Imperial Presidency after the reforms that followed Watergate, the Year of Intelligence, and the Iran-Contra affair. I argue that this secret legal framework should be understood as "the Barr Doctrine."

(4) Building on @lucatrenta.bsky.social work, Barr argued that CIA could support foreign coup d'états even if the coup likely resulted in the killing of the foreign head of state (Noriega or now Maduro). This Barr memo is still classified, but it is described by Barr himself and a CIA lawyer
