Pres Macron said the French–Mexican initiative on the suspension of the veto in the case of mass atrocities is now more necessary than ever. The declaration has gained support from 128 member states, with over 20 signing this year.

At the French Embassy & the FCDO, we called on France & the UK to: • openly call on China, Russia and the US to sign up to the ACT Code of Conduct • speak out against any veto wielded by any of the P5 that results in a failure to stop/prevent mass atrocities

At the Chinese, Russian & US Embassies, we called on those countries to: • cease exercising their veto in resolutions aimed at stopping/preventing mass atrocities • sign up to the ACT Code of Conduct • abstain from voting in resolutions concerning disputes to which they are a party

The crime of aggression is often the beginning of further mass atrocity crimes, including war crimes, crimes against humanity and genocide, such as the Holocaust of the Second World War. Repeatedly, the veto has been used to block action aimed at stopping or preventing mass atrocities.

If the UN had been in existence then, would its Security Council have managed to address Germany’s crime of aggression? And if a resolution condemning it had been raised, would it have been adopted, or would one of the five permanent members have vetoed it – rendering the Council unable to act?

In February 2022, we had a repeat of this situation: Russia invaded Ukraine on 24th February and vetoed the Security Council resolution the next day condemning its aggression and violation of Ukrainian sovereignty, independence and territorial integrity.

The following day, the UN Security Council voted on a resolution condemning the invasion, calling for withdrawal and an end to all forms of intervention in Czechoslovakia’s internal affairs. The Soviet Union used its veto power to crush the resolution.

On the night of 20–21 Aug 1968, the USSR and three of its Warsaw Pact allies, Poland, Hungary and Bulgaria, with support from East Germany, invaded Czechoslovakia. This crime of aggression crushed the "Prague Spring", a period of reform – “socialism with a human face” – under Alexander Dubček.

On 19 August 2003, a bomb attack on a hotel in Baghdad, Iraq, killed 22 humanitarian workers, including Special Representative of the UN Secretary-General for Iraq, Sergio Vieira de Mello. Aside from statements in the UN General Assembly, no resolutions have been put forward on the matter, and the absence of a resolution in the UN Security Council is undoubtedly because of pressure from China with its veto power.

On 19th July two years ago, the International Court of Justice confirmed that Israel’s occupation of all territory beyond its 1967 borders was illegal. The UK must do all it can to help end Israel’s genocide, illegal occupation and system of apartheid against the Palestinian people.

15 May was Nakba Day. It marked the displacement of more than 700,000 Palestinians following the creation of the State of Israel in 1948. Many people will be marching in London today in commemoration of this event and calling for actions, including those listed by the ICJ.
