From my experience numbers of words read in a minute can differ highly, while the characters remain stable (but I'm aware that to certain exten the word vs. characters is a cultural thing - in Poland everything is character counted [or derivatives of it], so it is more natural thing).

I'd say that it is good to check how many characters you read in a minute and compare it to the length of the text. Some will read 900 characters per minute and others 700 or so. (characters are more "universal" than words in such situations).

That depends on various regulations, but afaik, the "receiver" has to pay, as the "receiver" is the one who "imports" the goods. Thus, it is not that the publisher is stingy (they are), but most of the time they just can't pay the customs (or VAT - which is also possible).

So it would be clear, RHG has lengthy passages that are nowhere to be found in Veterum and from what I see they never explain it. The context of the story is crucial. First, the text recounts how Arnulf of Bavaria destroyed churches and behaved as a bad Christian, and only afterward does the vision of the two swords appear. One sword had a hilt (symbolizing a good Christian following bishops), while the other did not.
