Public intervention alone will not be enough to transform European steel industry. But with the right framework, it can lead the global race for green steel. 11/x

Agora Industrie @agoraind.bsky.social · 10/09/2026
💡 Finally, the #IAA should encourage broader adoption of low-carbon steel through eco-design requirements and future IAA revisions, while exploring strategic measures like a Union-origin requirement. 10/x

Agora Industrie @agoraind.bsky.social · 10/09/2026
💡 To provide strong and clear investment signals, it also must align with relevant regulations covering steel supply, such as the Automotive Package & Steel Regulation. 9/x

Agora Industrie @agoraind.bsky.social · 10/09/2026
💡 It should set higher demand targets for 2035 to support additional hydrogen-based DRI and EAF projects in reaching final investment decisions. 8/x

Agora Industrie @agoraind.bsky.social · 10/09/2026
💡 Therefore, it is essential that the #IAA design allows for increasing low-carbon content requirements from the proposed 25 percent if demand proves insufficient. 7/x

Agora Industrie @agoraind.bsky.social · 10/09/2026
The findings suggest that the requirements, however, still fall short of fully de-risking clean investment. The potential volumes are, furthermore, subject to uncertainties such as the future of national EV support schemes. 6/x

Agora Industrie @agoraind.bsky.social · 10/09/2026
Here, the #IAA could matter a lot: the upper range of the potential flat steel demand corresponds to about 60 percent of Europe’s DRI and a third of its EAF capacity already under construction. 5/x

Agora Industrie @agoraind.bsky.social · 10/09/2026
While demand for low-carbon long steel could be covered by existing #steel plants, including through the use of scrap, flat steel requires investments in new direct reduced iron (DRI) and electric arc furnace (EAF) plants. 4/x

Agora Industrie @agoraind.bsky.social · 10/09/2026
We found that by 2030, they could help create around 9 million tonnes of low-carbon #steel demand: 2-5 million tonnes flat and 2-3 million tonnes long steel. Flat steel is primarily used in cars, home appliances and packaging, and long steel in construction, infrastructure and machinery. 3/x

Our latest analysis assesses how much low-carbon steel demand could be generated under the EU’s Industrial Accelerator Act ( #IAA) content requirements for public procurement and other form of public interventions. 2/x

121
Agora Industrie @agoraind.bsky.social · 27/07/2026
121
Agora Industrie @agoraind.bsky.social · 27/07/2026

🌍 The transition can deliver major climate benefits. By shifting towards renewable carbon sources and electrifying production processes, Germany’s chemical industry could reduce up to 80 Mt CO₂ emissions along the value chain by 2045 and generate up to 15 Mt negative emissions per year. 5/x

🔄 Strategic industrial policy intervention can balance resilience, costs and resource availability. Combining domestic resources with international partnerships for green intermediate products such as methanol, ammonia and ethanol can optimise costs while future-proofing industrial production. 4/x

3️⃣Green trade cooperations deliver mutual benefits. The EU gains access to low-carbon industrial inputs, safeguards its manufacturing jobs and creates new markets for clean tech. 1️⃣ Broad FTAs lower trade barriers, but developing resilient markets for low-carbon products – like green iron or methanol – demands more. It requires targeted, multi-stakeholder coordination between industry, governments and financial institutions to mobilise investments and harmonise standards. 2/x
