NEW: Calgary's Executive Committee has voted 8-2 to endorse these proposed increases to city water rates in the upcoming four-year budget. The rates will now go to city council for a final say. Couns. Ward and Wyness voted against.

NEW: City of Calgary says the concrete pipe and new steel feeder main between the Shaganappi Pump Station and 73 Street N.W. is now complete. Water restrictions are expected later this year as the new Bearspaw feeder main is hooked up to the system.

UPDATE: The City has been pursuing enforcement action against Ecco through the Courts for an extended period of time. Last week, the Court issued found ECCO to be in violation of its development permit on the recycling facility site because it was storing dry waste on the material recycling
