The writings of Malcolm X spoke directly to the Black Annapolitans who so bravely confronted the racism that had defined the city and its institutions from its founding.

Libraries are places where people come to learn, ask questions and engage with ideas. Malcolm X’s life was transformed by books and education, and this monument will focus on his belief in the transformative power of education and its ability to empower individuals and communities.

I get the confusion, and the concerns. The zoning code has been a source of frequent frustration for members of the public, and this bill is a much needed update that will support our local businesses, farms, residents, and staff by making the zoning code more accessible to all.
000
Anne Arundel County Executive Steuart Pittman @aacoexec.bsky.social · 30/09/2026
Many of the concerns we've heard are over things that have been in Article 18 for many years and are not being changed. It happened because of the way bills are always written - the new stuff is only what’s in capital letters, and the stuff in brackets is being removed or changed.
100
Anne Arundel County Executive Steuart Pittman @aacoexec.bsky.social · 30/09/2026
Our county's zoning ordinance (Article 18) hasn't been updated in 21 years. Our goal is simple: make the code clear, consistent, and easier to understand and use.

Anne Arundel County Executive Steuart Pittman @aacoexec.bsky.social · 30/09/2026

Allowing locals to tax wealth at a higher rate is the only rational response to the feds doing the opposite. We’ll see how the politics plays out on that, given the role that big money plays in our elections.
100
Anne Arundel County Executive Steuart Pittman @aacoexec.bsky.social · 18/09/2026
My testimony focused on the fact that since 1980 federal tax rates have steadily declined and loopholes have grown for the very rich, and that’s why we can’t afford infrastructure and basic services.

Maryland law limits how local governments can generate revenue, so unless the state wants to pick up the tab, they need to create more flexibility.
100
Anne Arundel County Executive Steuart Pittman @aacoexec.bsky.social · 18/09/2026
It’s a timely process, because the Trump administration’s signature legislation, HR 1, transfers obligations to state and local governments with no revenue to pay for them, starting right after the November elections.

We’ve also had to be careful that the use of AI doesn’t create leaks in our systems through which our residents’ personal information might flow. Those are the kinds of challenges and experiences that need to be shared between counties, and I’m glad that MACo is doing the convening.
100
Anne Arundel County Executive Steuart Pittman @aacoexec.bsky.social · 18/09/2026
For instance, in our county, we’ve been experimenting with AI responses to constituent inquiries, and we determined that the tool was useful as an aid, but not as a replacement for real people. Constituents are human, and they need to be treated that way.

Anne Arundel County Executive Steuart Pittman @aacoexec.bsky.social · 18/09/2026
The audience was mostly people in IT whose job it is to ensure that counties have good tools and know how to use them. But it also included policy makers, the people who are tasked with creating the guardrails and transparency policies, and who make the decisions about when new tools go live.
