Almost every art program has a lasso fill tool I believe. I use Clip Studio Paint, but I know ibis paint, and procreate have one.

It should be. I dont think it was ever considered a feature to have been blocked, as much as it is simply a program function. Its just making folders liks you might regularly except turning them into animation cels. I can show if needed too

As a CSP user I have a nifty tip for you: you can turn your cels into folders! It really helps (personally) with the coloring process. You make a folder with a layer in it in an animation cel and then assign it! Just oncr because after that all the rest of your cels become folders. Hope thats useful
