2/ The documents published by DDoSecrets detail Papua New Guinea's forced relocation program targeting and reveal that the Mineral Resources Authority secretly coordinated with government owned mining companies it investigated. Papua New Guinea's demands are motivated by politics and shame.

The policy captures the permanent involuntary resettlement development plan which will become part of the development program. The plan shall capture the scope of land and the resettlement site. The socio economic information and data has to be mapped out and documented for better planning. The stakeholders' participation in the negotiation, planning and resettlement project formulation and designing processes are very important. The resettlement budgeting and financing is the key component to move the resettlement exercise. This has to be identified in the initial discussions of the resettlement development processes.
Land in Papua New Guinea is not that easy to acquire because 97% is owned by customary landowners. This means a negotiation has to be done with the landowners and the stakeholders to come to an agreement to make land available. The Department of Lands and Physical Planning and the permanent resettlement committee shall assess based on the feasibility studies and the reports submitted by the Mineral Resources Authority (MRA) or the Mine Project Company.
The lnvoluntary settlers have to be identified thoroughly and census has to be done. Their assets and other properties have to be taken into a full documentation. Only the genuine landowners from the SML or ML and the project affect areas has to be identified.

As the Head of the National Cyber Security Centre (NCSC) for Papua New Guinea, I would like to formally request the immediate removal of compromised data related to the Mineral Resources Authority (MRA), which has been published on your platform. The data was unlawfully obtained and poses significant risks to individuals and organizations within Papua New Guinea. It is protected under local laws, including the Digital Government Act 2022 and the National Cyber Security Policy 2021, as well as international cybersecurity regulations such as the Budapest Convention on Cybercrime, to which Papua New Guinea is a signatory. Exposure to this sensitive information could lead to identity theft, financial fraud, and reputational damage.

Given the legal protections governing this data, I urge you to remove it from your platform under both local and international laws. If the data is not removed, we may be forced to escalate this matter through the relevant legal and international channels, including cooperation with INTERPOL.

We trust you will take prompt action on this serious issue. Kindly confirm the removal of the data at your earliest convenience.
