Americans will change their clocks on Halloween night. That outcome is now as close to certain as Senate math gets, and the reason is not simply that Sen. Tom Cotton of Arkansas is prepared to filibuster the Sunshine Protection Act. The reason is that the Senate does not have the floor time to find out whether Cotton's threat is defeatable. When the Senate returns from its August recess on September 14, its first substantive vote is already scheduled: a cloture motion on the Digital Asset Market Clarity Act — the crypto regulatory framework bill that Thune filed on August 8 — ripens at 2:15 p.m. ET on September 15.
