Decades ago when we lived in Florida, that state had an “intangibles” tax on the end of year value of investments. There were exclusions such that our “wealth” as an Air Force Major and family were not taxed. Now defunct, it was a reasonably thoughtful solution to the now “tax the rich” problem.

When we lived in the Florida panhandle three decades ago, we endured many storms. If we were ever to heed the advice of local government to evacuate, we would drive to Atlanta where we had acquaintances. We never even considered going to a local shelter since our dogs were not welcome.

So, each and every charter or military flight from Texas, Florida, or any other USA point of departure to El Salvador requires a flight plan filed with the FAA. If the courts have ruled that those flights are illegal, perhaps the courts would sanction the DOT and FAA for permitting them.
