You are not wrong, but even he will not want to lose the workers and conscripts on a national scale. This has always been the problem with Covid being a Chinese bioweapon. Even if the research is to identify how bioweapons may function, Covid was not a bioweapon.

It does not make sense to weaponize biologics unless there is a vaccine or that it has such a short life it can be regionalized. Lab work may be nefarious, but this particular organism killed the researcher and they are worried about spread. Having antibiotics on hand for a lab leak is a good idea.

Or you could try to reduce hate as a whole, understanding that humans have increased anxiety and reactive behavior which spirals and escalates. Taking away any anxiety in a system reduces defensive behaviors for the total.
