The whole thread is amazing, but this one idea is so perfect that it's a thing to behold. Hand a huge pile of cash to those ICE agents who are clean, and who rat out their fellow officers who are not. The cash comes only on a conviction, so its reasonably fair, and the message it sends is clear.
