Lived through this (central Virginia mid 90s). Institutional position was that the disruptors were assets in two ways: one, that they would keep smart kids from getting smarter (risk management); two, by surfacing kids capable of manipulating and deploying their chaos (group management).
Kids certainly benefit from having high achievers in their classroom. But by *far* the biggest delta is how bad the worst kid in your classroom is. An underperformer who can self-regulate is fine. Someone truly disruptive is going to tank his class for years unless he is triaged out ASAP.
