Having had more than one occasion to look at the federal witness tampering statute over the years, I am pretty certain there aren't any "except the government" exceptions.

If the government didn’t have anything to hide, they wouldn’t be doing that! Someone with $$$ needs to step up and help those three men get proper legal representation.
