Tarrifs are a way for him to dole out rewards and punishment, his favorite pastime.
Trump likes tarrifs because he thinks it's free money, and because people react to it, and because - we might as well believe him - he just randomly likes the word.
There's never any hint that economic analysis has anything to do with it.
