Here are the types of laws the Missouri constitution says are exempt from veto referenda.

The MO constitution does say "no redistricting plan shall be subject to the referendum" in the section on *state-legislative* redistricting, which in MO is done by commission. I wonder if that's what Hoskins is relying on.
