The more I think about it the more the actual bureaucracy of Konoha must be fucked up, because they clearly have things like welfare but their education system ends at 12 years old, after which they are apprenticed to a mercenary captain and go off to war the whole village government is one big VA

I try not to think too deeply about the world building for Naruto, because it approaches “Cars” universe levels of fucked up if you contemplate it for too long
