4/23 The distinction matters. A person does not stop being a person in distress because somebody believes they entered the sea illegally. Search and rescue is not an immigration hearing conducted offshore. The legal status of the person can be dealt with afterwards. First, you stop them dying.

5/23 There is then the SAR Convention. That establishes the framework through which coastal states organise and coordinate search and rescue. It is why we have Rescue Coordination Centres, tasking, on-scene coordination and eventually transfer to a place of safety.

6/23 So once a rescue operation is underway, this is no longer simply “some boats sailing around the Channel”. There is an organised maritime emergency response taking place. This is a costly, emotionally charged and time-consuming venture (I know having done it myself).
