3/23 SOLAS goes further. Regulation V/33 requires the master of a ship able to assist persons in distress to proceed with all speed to them, unless there is a proper reason why doing so is unreasonable or unnecessary. That obligation does not depend upon nationality or immigration status.

4/23 The distinction matters. A person does not stop being a person in distress because somebody believes they entered the sea illegally. Search and rescue is not an immigration hearing conducted offshore. The legal status of the person can be dealt with afterwards. First, you stop them dying.

"entered the sea illegally" all by itself shows how absurd the racist's hatred is. Who could be denied the sea?

5/23 There is then the SAR Convention. That establishes the framework through which coastal states organise and coordinate search and rescue. It is why we have Rescue Coordination Centres, tasking, on-scene coordination and eventually transfer to a place of safety.
