3/13 That distinction matters because it changes what success looks like. A constabulary operation seeks arrest, evidence and prosecution. A military operation seeks deterrence or strategic effect. Those are not the same thing, even if similar assets are used.

4/13 History gives us useful studies. Australia's Operation Sovereign Borders, the Mediterranean migration cases before the European Court of Human Rights, and more recently reports of operations against suspected smuggling vessels in the southern Caribbean all raise similar operational questions.
