Let's see, Regan left office after '88, since then we had GHWB (R, 4), Clinton (D, 8), GWB (R, 8), Obama (D, 8), Trump (R, 4), Biden (D, 4), then Trump again. Yet the lines on the graph just keep going. Almost as if policy were insulated from politics.

Look at her often democrats have had the power to do something about it. Very small amount of time. The first 2 years of Obama they did, and brought in the ACA, which was watered down because they mistakenly wanted to include Republicans, who were not acting in good faith.

Democrats had the presidency and majorities in house and senate in the 103rd, 111th and 117th congresses. Republicans in the 108th, 109th, 115th and 119th, plus roughly the 1st 6 months of the 107th. R's *have* had majorities more often, but it's close: ~4 to 3. The graphs look more 18 to 0.
