Banning ATVs, etc. in areas of extreme fire risk is an appropriate measure but good luck enforcing it. If a dozen kids on dirt bikes and ATVs are speeding up and down my street all day, they are most definitely also using trails and forest paths. If only they had parents with half a clue.
