I served in multiple authoritarian states, both communist and otherwise--Russia, Vietnam, Iraq, the Sultanate of Oman, and Ukraine before the Orange Revolution brought in democracy. One common thread among all of them is government spending on propaganda to glorify the dictator/sultan.
