The Commission shot itself in the foot with a dubious state aid case against Apple. It overstepped the bounds its remit, and its reputation for good faith was damaged in the US and elsewhere.
Apple found a loophole in Irish and Dutch tax law and used it, and Ireland was more than OK with that.
