This was a great episode. One thing to tack on: Solving for 0 fraud actually makes government quite *inefficient*. Particularly for crisis-time programs (eg, the PPP), the socially optimal strategy should have some fraud in expectation. Priority is speed, w/ fraud mopped up later.

The political lessons learned from the pandemic response seem to be a very large risk re: the next TBD crisis. Specifically that the electorate hates inflation more than anything & that any fraud at all from a rapidly deployed crisis-time program will get endless local news attention.
