I now see by "TOC" pete meant logistics ops center at Shuaiba and by "fortified" pete meant "trailer" man people should be getting fired over this one, absolutely no reason any of those soldiers should have been there

Definitely not a bunker, but in the "before" picture I've seen, it looks like it had walls, or maybe just a vehicle barrier around it. If so, that's arguably some sort of fortification, but not anything that helps with attacks from the air.
