See: current eye watering amounts for ESR (that already is a single record of sorts) & CSPS failure with Capita. What would work and admittedly isn't simple but comes with other benefits is statutory regulation of NHS management... 120

I'd put in a couple of regulations requiring certain core items to be passed from NHS employer to NHS employer, including full disciplinary notes, training records, complaints, etc. Even if it's an old fashioned paper dump. 240
