What does "bring your own power with you" mean, exactly? If private company Bell builds the province's biggest natural gas power plant, generating power equal to almost a fifth of the province's current maximum capacity, what kind of regulations will apply in a province with a Crown power monopoly?

Bell says its nat gas generation will be "developed and managed by an experienced operating partner" and have "no upward pressure on rates for families or businesses." How is that possible? SaskEnergy won't have to pay more for gas if they're competing with one of Canada's biggest companies?

Will TSASK have the ability to inspect it freely, as with Saskatoon and Swift Current's power facilities? Or will Bell get to self-regulate, or carve out special rules or permissions?
