If “Reflection go away”, was your intent, you want to set that in robots.txt: User-agent: ReflectionBot Disallow: *

403 = unauthorized, as in you’re not logged in. I think you wanted to say, “hey reflection you’re not authorized to access my site at all” and so you returned 403. But 403 might’ve just been one url or something with a bad session so a crawler will keep trying.
