This is the Ice Wand, a power up that you'll find later in Story Mode. It freezes all enemies for a short amount of time. Be quick about killing them though because you only have a few seconds until they begin to thaw and go after you again! store.steampowered.com/app/4177670/...

The "Sweeper" enemies often appear in unexpected places due to their fast movement and wrapping around between the top and bottom of the stage. This stage is all about predicting their movement in order to not get hit and quickly finish them off. store.steampowered.com/app/4177670/...
