Not really, the current optimal vehicle is the the Baby Blooper due to its high road speed stat,as road is the most common terrain that's driven on compared to water and coarse terrain like dirt and sand. For character, I'm not 100% sure but I've commonly heard Wario and Daisy's stat groups are good
