Likely the very first time Hanna-Barbera ever used any form of the "Castle Thunder" sound effect, in the 1959 Augie Doggie short "Pop's Nature Pup." This sound variation was one that originated from RKO Radio Pictures and was then heavily used by Walt Disney Productions starting in 1941. #MeTVToons

Also, knowing that many of the different Scooby-Doo incarnations after the Scrappy era often have their own different continuities, in most cases the events of "Scooby-Doo, Where Are You!" all happened in them. So no matter the continuity, Shaggy likely still has that rubber Scooby mask in his home!
