The Science Center in Calgary did. It provides shelter from rain and snow, as well as power to the facility. Building power next to where you are using is a win over having them out in a field somewhere, and having to connect to the grid. I'm not saying is THE answer, but it's a part.

I just finished book 6 of the dungeon Crawler Carl series. I highly recommend it. It's a fun read, touching in parts, and is ultimately about rebellion against a power that doesn't care if you live or die, just that you make them profit.
