Yeah, if they haven’t separately been charged with breaking that FA Cup rule, they may get to put those to one side so avoiding this difficulty Leagues are different as you can calculate the appropriate deduction for each year (and they’ve been charged by the PL)

I don’t really see that athletics is more clear cut, just that football more often ignores its rules Anyway, apply a retrospective deduction each season based on their financial breach that year-if they lose titles so be it-and apply 114 Evertons’ deductions across the next 8 seasons

Though one of the reasons why they did that was that several of the beneficiaries of Armstrong losing his titles had already been busted themselves. In 2006 and 2010, the second placed finisher was awarded the win after the first finisher was disqualified

I think also a close pass from a bike will be more shocking - basically silent and in an unexpected location, eg pavement (shared use or not) or contraflow in the road - that can make it both more frightening and more likely to stick in the mind And a 1 ft pass at 15mph feels closer than 10ft at 70
