The tax is paid by US companies to the US government before being collected from buyers. So if anyone is going to benefit (perhaps from the CPI drop), it's the US government, not China.

The customs duty is paid (directly or indirectly) by the importer of the product, in his accounting the product enters with the manufacturing price plus customs duty plus other transportation costs. On the sales chain the customs duty is transferred to the buyer.

Formally, sales agreement could be Delivered Duty Paid (DDP) or Delivered Duty Unpaid (DDU - I guess this is most used), but the effect is the same, the value of the import customs duty is always borne by the importer and is included in the price of the product.
