There also lots of operational qs. The changes say: A Skilled Worker in receipt of a positive CG *may* have the conditions amended, such that any work is permitted. Lots to clarify re how, in practice, these conditions will be amended, if the HO will do it for everyone, or if it requires an app.

Great qs. This change allows the HO to vary the conditions of a person's visa, to remove the work restriction. So by staying on the Skilled Worker visa, they should retain that path to settlement. This is a big difference from VTS, which doesn't lead to ILR.

Ending abuse today doesn't undo past harm, and victims need restitution. Over the years it took to pass this, workers were driven to severe poverty, sleeping in cars or on church floors because the law forbade other work. Ministers must fine rogue sponsors to fund worker compensation.

However, the impact hinges on accessibility. The threshold for modern slavery recognition is exceptionally high. Officials regularly turn away victims of recruitment fee fraud or severe wage theft. If these workers are excluded, this protection remains out of reach for most who need it.

For 3 years, the Work Rights Centre warned ministers that tying visas to individual sponsors was a recipe for exploitation. This change is a major step forward. Freeing visas gives workers an incentive to report law-breaking sponsors and uncovers the true scale of abuse in the system.

The real punishment falls entirely on the workers. When a licence is stripped, thousands of migrant workers who were exploited by government-approved businesses, are left stranded. Without safeguards, their choice is to pay for another visa out of pocket, or face destitution.

On paper, revoking licences looks like tough enforcement. In reality, rogue bosses face zero fines or criminal prosecutions. Many keep trading, continue winning lucrative public sector care contracts, and can simply re-apply for a licence in 12 months. It's a slap on the wrist.
