Paying well for farm jobs has HISTORICALLY never worked to attract Americans. There's already a VISA program to temporarily hire foreigners as seasonal workers for the domestic agriculture industry because of a SHORTAGE OF WORKERS. This program has increased year over many due to worker shortages.
