This keeps happening. An initial cost estimate is set, only for it to spiral upward, much like the ballroom itself. Without approval, they move ahead with demolition, then inflate the costs of rebuilding and renovation. Could the sudden rise in renovation cost be pocketed/siphoned elsewhere?
