Congress Votes: Trump’s Iran War Must End Now

Washington – In response to the Senate’s passage of House Concurrent Resolution 86, a War Powers Resolution to remove U.S. forces from hostilities against Iran, Win Without War Government Relations Director Eric Eikenberry released the following statement:

“Today, Congress decided: President Trump’s war on Iran must end immediately. With today's historic Senate vote, Congress has for the first time passed a bicameral, concurrent resolution exercising its inherent Article I authority to withdraw U.S. forces from hostilities. 

“Lawmakers who voted in favor of this resolution were merely enacting the will of their constituents. Large majorities across the country have long agreed that this war should never have started, and that it must be brought to an end now. The message is clear: Trump has lost the confidence of the country and the Congress, and his reckless warmaking must be reined in. 

“As the U.S.-Iran ceasefire takes shape and Trump’s overdue turn to diplomacy provides people in Iran and across the Middle East some relief, the president’s outrageous threats to return to fighting only underscore the urgent need for congressional action.

“Having ordered Trump to end the war, Congress must now press the point home. No one who voted for this resolution should vote to authorize one more dime for this war. Instead, they should repeat the message today’s vote sends to the White House: end this war, or Congress will end it for you.”

“After 95 days of illegal war, Congress is finally enacting the will of the people, who overwhelmingly oppose President Trump’s disastrous war on Iran. We commend the bipartisan coalition that has emerged to pass Rep. Greg Meeks’ war powers resolution (WPR) in the House of Representatives today. We strongly urge the Senate to follow suit and swiftly to pass Sen. Kaine’s latest WPR, which should face another procedural motion in the coming days. 

“While congressional action is welcome, it’s woefully late. Congress should not have taken over three months to pass a resolution that would force Trump to end his war. Their delay has left millions of people struggling amidst unnecessary, unacceptable human and economic consequences. Lawmakers who’ve placed their loyalty to Trump over acting to determine when and whether the United States goes to war have failed both their constituents and their constitutional duty. 

“Because of renewed congressional momentum and sustained public opposition, the Trump administration is circling around the only solution that ever made sense, one which they and DC hawks inexcusably ripped up in 2018: a diplomatic agreement to cap Iranian nuclear enrichment in exchange for sanctions relief. Washington – In response to reports that the Pentagon is seeking $200 billion in supplemental funding for President Trump’s war with Iran, Win Without War Policy Director Sam Ratner released the following statement:

“Today is the 23rd anniversary of the start of the Iraq War, a generational disaster that killed thousands of U.S. troops, hundreds of thousands of civilians, and gobbled up trillions of taxpayer dollars. When George W. Bush first sought extra money to fund that illegal war of choice, the supplemental appropriation for the war came to an eye-popping $54.4 billion – a little under $100 billion in today’s dollars. Today, Donald Trump wants to see Bush’s bad bet and double it, wasting $200 billion of taxpayer money on a criminal Middle East war that no one wants. Congress shouldn’t give him a dime.

“Trump’s war with Iran is already a disaster. 13 U.S. servicemembers dead. Thousands of Iranians killed, including over 160 schoolchildren, teachers, and parents in a school struck by a U.S. missile. Bombs falling on a dozen countries in the region. Gas prices through the roof. All with no end in sight. And now, the Pentagon is saying that it needs $200 billion more in taxpayer money to continue a war Trump never should have started in the first place.


“That money could reverse many of the brutal cuts Trump has inflicted on our communities, covering Medicaid for some 25 million Americans or constructing roughly 800,000 units of affordable housing. Instead, Trump wants to use it to line the pockets of weapons makers and continue a catastrophic war.

More Than 250 Groups Oppose Additional Spending on Trump’s Illegal Iran War

WASHINGTON. D.C. – Members of Congress should vote against any additional funding for President Donald Trump’s unconstitutional war on Iran, 251 groups said today in a letter sent to Congress. Waging a war of choice that costs an estimated $1 billion a day not only fails to address the economic squeeze and health care crisis facing Americans, but diverts federal funding from an array of urgent domestic priorities. The letter was led by Public Citizen, Win Without War, MoveOn, and the American Civil Liberties Union (ACLU). 

“‘By launching a war against Iran, Trump has violated the Constitution, defied international law, flouted the will of the American people, and has put millions of lives across the region at risk. A vote for President Trump’s Pentagon supplemental funding package would be a vote to commit the U.S. even further to this crisis, which has already killed seven U.S. servicemembers and nearly 2,000 people from across the region, and which endangers the lives of many more,’ the letter reads.“The Pentagon’s budget now totals more than $1 trillion, after an extra $150 billion the agency received in the GOP’s reconciliation bill. A supplemental worth $50 billion would be enough to restore food assistance for four million Americans, establish universal pre-K education, and pay for the annual construction of more than 100,000 units of housing. The groups maintain that this illegal war with Iran cannot be an excuse to fund more weapons instead of priorities here at home.

“Other prominent signatories to the letter include Oxfam America, the Service Employees International Union, National Nurses United, the Council on American-Islamic Relations, the National Organization for Women, the Union of Concerned Scientists, J Street, Greenpeace, Friends of the Earth, Indivisible, Common Cause, Jewish Voice for Peace, Rising Majority, and Working Families Power.“’More money for the Pentagon will serve to extend and escalate an illegal, unpopular, and devastating war – as well as pave the way for still more Pentagon funding requests,’ said Robert Weissman, Co-President of Public Citizen. ‘The money wasted on this war should instead be invested in meeting the economic squeeze felt by everyday Americans. The $11.3 billion spent on the first six days of the war would, for example, be enough to restore food benefits to the four million people losing them due to the tax and budget reconciliation bill.’

“‘President Trump’s illegal war has already shown the costs war imposes — American servicemembers killed and injured, thousands of civilians killed in fighting, skyrocketing oil prices, a conflict spiraling over a dozen countries in unexpected ways, and more. That’s exactly why it’s so crucial that the decision to go to war not rest on one person’s impulses. Congress must not fund the continuation of this unconstitutional war,’ said Christopher Anders, Director of ACLU’s Technology and Democracy Division. “’Every penny wasted on bombing children and families in Iran would be better spent on health care and affordable housing in America. Secretary Hegseth and President Trump are ready to spend trillions on another forever war that nobody asked for, but they won’t lift a finger to lower costs here at home,’ said Sara Haghdoosti, Chief of Program for MoveOn Civic Action. ‘A vote for supplemental spending is a vote to continue the war in Iran, and Congress must listen to the vast majority of Americans and stop the reckless spending and bloodshed.’

“‘People across the U.S. already hate Trump’s illegal war in Iran, and they’re not going to like it any better if Congress wastes $50 billion more of their money on it,’ said Shayna Lewis, Deputy Director of Win Without War. ‘It’s outrageous that Trump is even asking for more money to spend on bombs when his spiraling war is killing civilians abroad and driving up prices for everyone at home, all with no end in sight. Congress should tell Trump clearly: not one more penny for this foolish, destructive war.’”

Trump’s Illegal War Endangers Millions and Must Be Stopped

Washington – In response to U.S. and Israeli government attacks on Iran, Win Without War Deputy Director Shayna Lewis released the following statement:

“We condemn President Trump for joining Israeli Prime Minister Netanyahu in a new and unnecessary war with Iran that threatens millions of people across the region, including U.S. servicemembers. 

“This war is flatly illegal — neither authorized by Congress, nor justified under any international law. Trump has similarly failed to make his case to the U.S. public in any way. Instead, he has capriciously upended critical diplomatic negotiations to ignite a major, open-ended, region-wide war.

“Already, Trump’s violence, which he acknowledges may cost ‘the lives of courageous American heroes,’ has killed students and teachers, parents and children. If left unchecked, many more will die. Those deaths will be on Trump’s hands.

“While Trump has tried to portray himself as an ally to brave protesters in Iran facing grave violence, the Iranian government’s horrific record does not justify this reckless push to war. We know from decades of tragic U.S.-led interventions that bombs do not deliver peace and freedom to people struggling under brutal regimes. 

“Congress must convene immediately and end this illegal war. This week both the House and Senate will have yet another chance at passing War Powers Resolutions to rein in our out-of-control president. They owe it to their constituents, their constitutional duty, and people across the globe to vote yes.”

“Days after it took place, the U.S. public is finally learning about a CIA airstrike on foreign soil for which there is no legal justification or congressional authorization. This is the lawless Trump administration in action. 

“Trump’s war with Venezuela, if he gets it, will do nothing to address the ongoing domestic overdose crisis, nor provide cheap energy, nor lead to better lives for people in Venezuela. “Slashing funding for proven drug treatment programs, eliminating support for lifesaving overdose prevention medication, and kicking millions off Medicaid utterly fails to help communities through the overdose crisis. Having pushed all these measures, however, President Trump may have stumbled upon an even worse idea.
”Declaring fentanyl a ‘weapon of mass destruction’ does nothing to help a single person struggling with addiction, nor a single family impacted by the overdose crisis. Instead, this executive order is a disgusting attempt to use their pain and grief to expand Trump’s authoritarian power grab by putting more troops in our streets, criminalizing people who need care and support for recovery, and – egregiously – conjuring a new, false ‘WMD’ threat to justify war with Venezuela.

“On this year’s NDAA, Congress has a straightforward choice. Do lawmakers confront the use of our military for extrajudicial killings abroad and repression at home with the urgency required? Or do they take a ‘business-as-usual’ approach and authorize nearly a trillion dollars for Secretary of Defense Hegseth’s Pentagon? 

“Win Without War urges members to unite against the unprecedented power grab that President Trump and his crony Hegseth are attempting, and vote ‘NO’.

“This call comes despite several worthy, individual provisions in the final bill text. In particular, we welcome the long-awaited repeal of the 2002 and 1991 authorizations for use of military force against Iraq. And we thank many congressional champions, including Representatives Meeks and Roy, Senators Kaine and Young, and former Congresswoman Barbara Lee, for working year after year to push their reluctant colleagues to exercise Congress’ constitutional duty to decide when and whether the United States goes to war.

WASHINGTON –  In response to the Trump administration’s announcement that it will pause all asylum applications and take punitive measures against immigrants from countries previously targeted by Trump’s Muslim Ban, Win Without War Policy Director Sam Ratner released the following statement:
“The Trump administration is exploiting a tragedy to further its racist agenda – this time, the horrific shooting of two National Guard members in Washington, DC last week.. Cutting off all asylum applications and threatening the immigration status of green card holders from many countries in the Global South is a cruel collective punishment inflicted on people attempting to seek safety for them and their families and who had nothing to do with last week’s awful crime. This policy will not make anyone, anywhere more secure.

Win Without War Statement on Senate Failure to Pass War Powers Resolution to Prevent Unauthorized Strikes in Venezuela
WASHINGTON –  In response to the Senate’s failure to pass S.J.Res. 90, the bipartisan Kaine-Schiff-Paul War Powers Resolution to prevent President Trump’s unauthorized military operations in Venezuela, Win Without War Executive Director Sara Haghdoosti released the following statement:
“After more than two months of murders at sea and a clear White House effort to lay legal groundwork for strikes inside Venezuela, too many senators looked away rather than face the truth: Donald Trump wants a blank check for war. If Congress continues shredding its own war powers, he may get it.
“This vote wasn’t just a procedural failure — it was a moral one. Every missile launched without authorization erodes the rule of law, and every silence from Congress makes the next war easier to start. History will remember the senators who voted ‘yes’ as those who stood up for the Constitution. The rest chose complicity over courage.
“People in Latin America face egregious harms as a result of the Senate’s failure tonight, and our democracy does as well. Congress must act quickly to ensure those harms do not grow into another all-out, endless war.”

Our recommendations to Congress last spring have only grown more urgent: Defend and assert Congress’ war powers, conduct aggressive oversight over the DoD and CIA, stand up for civil liberties, and don’t let this administration drag us into a destructive war in Mexico.

As the exercise unfolded, Trump's “war on cartels” spread violence throughout Mexico, harmed U.S. industries reliant on cross-border trade, hamstrung cooperation with the Mexican government, and became a pretense to further crack down on civil liberties at home.

Win Without War condemns Senate rubber-stamping of Trump’s murder spree in the Caribbean

Washington – Win Without War Government Relations Director Eric Eikenberry made the following statement in response to last night’s Senate vote on a War Powers Resolution to terminate military operations in the Caribbean: 

“It is outrageous that 51 U.S. Senators voted last night to rubber-stamp the Trump administration’s ongoing lawless campaign of extrajudicial killings in the Caribbean Sea. A bare majority of Senators, out of cowardice, indifference, or both, endorsed murder by presidential decree. As Trump kills unidentified individuals merely suspected of committing a crime and courts needless war with Maduro’s government in Venezuela, his claim to be a ‘peace’ president grows more farcical by the day.

“Still, last night’s vote represents the start, not the end, of opposition to Trump’s lawless aggression in Latin America. Trump thinks he can cry ‘narcoterrorism’ to cow Congress and people across the country from standing up to his assault on the Constitution. But nearly half of the Senate, and a majority of people in this country reject Trump’s authoritarian misuse of the military.

“We commend Senators Adam Schiff and Tim Kaine for introducing this resolution and demonstrating the leadership sorely needed in the struggle against authoritarian overreach and unilateral executive warmongering, and thank the 48 Senators who voted with them to uphold one of the most fundamental tenets of the Constitution – Congress, the branch closest to the people, decides when and whether the United States goes to war.”
