Eight OFAC-sanctioned Iranian tankers are converging on Malaysia's EOPL. Seven are dark, one resurfaced after 28 days off radar. Windward assesses the group for ship-to-ship transfer here before continuing to China. Per Vortexa, the fleet has loaded 8.56 million barrels of Iranian crude in 2026.

Nearly half of Saudi Arabia's Yanbu crude now moves north via SUMED or Suez, not south through Bab el Mandeb, after Houthi forces banned Saudi cargo on July 19. Some VLCCs shuttle crude to Ain Sukhna dark on AIS, while others load at Sidi Kerir. Chinese ships still pass uninterrupted.

A Chinese-flagged bulk carrier sailed Bab el-Mandeb to Jeddah untouched while the Houthis hit Saudi-linked ships at the same ports. No dark activity. It broadcast "CHINA SHIP CREW" on AIS through the chokepoint. Selective enforcement, in the open.

Saudi tanker NCC GHAZAL was reportedly struck by Houthi forces on July 28. Beforehand, a 7-day AIS blackout off Yemen, multiple ship-to-ship transfers, repeated destination changes. Windward's risk models flagged it as a likely target two days before the strike. Behavior tells the story first.

Undersea cables carry 99 percent of global data. They are exposed, lightly monitored, and increasingly targeted. Infrastructure sabotage now hides behind “routine” maritime activity. Detecting it requires visibility beyond AIS. windward.ai/blog/protect...

The dark fleet is not a vessel problem. It is a network problem. AIS manipulation, false flags, and shell ownership are coordinated across fleets to move sanctioned oil at scale. Vessel-by-vessel monitoring misses the system behind the activity. windward.ai/blog/what-is...

15. The behaviour of New Power shows how unreliable conventional AIS has become in tracking many sanctioned tankers. GNSS manipulation, false flags and prolonged dark periods are now standard tools in a widening landscape of opacity.
150
Windward @windward-ai.bsky.social · 26/11/2025
14. This includes Azure Voyager and Olina (IMO 9282479), which surfaced off Venezuela on November 15 even though its last signal had been in Chinese waters in July.
130
Windward @windward-ai.bsky.social · 26/11/2025
13. The tanker now joins a group of vessels whose AIS tracks indicate protracted loitering in Venezuela or the Caribbean, despite movements that make little economic or commercial sense.
130
Windward @windward-ai.bsky.social · 26/11/2025
12. After leaving China, AIS showed the vessel heading toward Venezuela. Why New Power appeared to loiter in Venezuelan waters for such a long period remains unknown.
140
Windward @windward-ai.bsky.social · 26/11/2025
11. New Power then sailed to Dongying, China, where it went dark for 16 hours. During that period the tanker discharged its oil at an undisclosed terminal. This practice has become common in northern China as terminals attempt to hide the origin of sanctioned cargoes.
140
Windward @windward-ai.bsky.social · 26/11/2025
10. The vessel’s last voyage involved Iranian crude loaded via ship-to-ship transfer in the Riau archipelago off Malaysia in March, according to Vortexa data.
130
Windward @windward-ai.bsky.social · 26/11/2025
9. Windward had already flagged New Power as high risk long before regulators acted, identifying ID manipulation, location tampering, ship-to-ship transfers involving Russian oil, and behavioral anomalies over 18 months.
140
Windward @windward-ai.bsky.social · 26/11/2025
8. The UK sanctioned New Power in July 2025 and the EU sanctioned it in May 2025.
140
Windward @windward-ai.bsky.social · 26/11/2025
7. Between February and July, the vessel broadcast the flag of Guyana after being removed from Panama’s registry. Panama delisted the tanker after it was sanctioned by the United States in January for breaching Russia-related sanctions.
130
Windward @windward-ai.bsky.social · 26/11/2025
6. New Power is also listed by the IMO as falsely flagged with Comoros, adding to its portfolio of deceptive behavior.
140
Windward @windward-ai.bsky.social · 26/11/2025
5. Another example is Azure Voyager (IMO 9181649), which has left similar spoofed tracks while loitering in waters near Aruba, Curacao and Bonaire. Windward data shows five ID and location tampering incidents for that tanker in the past 14 months.
130
Windward @windward-ai.bsky.social · 26/11/2025
4. In this Windward Remote Sensing Intelligence electro-optical satellite image from November 24, New Power’s AIS-reported route (in red) does not match its actual position — the vessel does not appear anywhere in the frame.
130
Windward @windward-ai.bsky.social · 26/11/2025
3. Windward detected the spoofing as soon as it began on September 2. These patterns are common among dark fleet tankers calling in Venezuela.
130
Windward @windward-ai.bsky.social · 26/11/2025
2. Over the past 11 weeks, the tanker’s AIS track has shown clear and repeated spoofing. Squiggled and looped pathways, tightly packed trajectories and erratic jumps across the Caribbean indicate consistent GNSS manipulation.
