I'm actually familiar with this already, and my criticism stands. Dumping excess heat into the river isn't actually necessarily good. If you had read any of the rest of the discussion you'd have seen the discussion of consequences for this. It's not free, and thermal batteries are better in theory.

Boiling rivers has its own problems. You get algae blooms, fish kills from shock if the heat suddenly goes away, down stream impacts on wildlife that live in the deltas. Id like to see an actual plan for thermal heat but that's a big ask when people are dying today.

Right but you can do things like, take the collected heat from all the apartments in a structure and use it to drive a building wide water heater or pool. Or go further and do thermal energy storage for when the winter rolls around (this is involved).
