So, first it was Trump's administration and now SCOTUS itself (minus CJ Roberts and three other justices) who will ignore explicit law to achieve Trump's goals. This time it is law that expressly forbids undertaking projects like the "ballroom" without congressional consent. Rule of law is dead.

US law specifically forbids the undertaking of construction projects on public grounds in the District of Columbia without "express authority of Congress".
