Anti-Flock resolution passed 9-4 today. The anti-anti side didn't really speak to merits. Vetaw and Palmisano argued it's overstepping their authority for the Minneapolis City Council to express a preference against Flock cameras to other jurisdictions (Hennepin Cty, U of M)

There's an alt universe where the bike lane wasn't built, isn't available for emergency vehicles to park in, and everyone is dead. Thank God for sensible transportation planning. Contrary to what assholes say at community meetings, bike lanes make first responders' jobs easier.

the recent spectacles that come to my mind involving department heads at council meetings have been O'Hara and Barnette pleading ignorance to questions about what's going on with the overspending in their departments.
“Is this about having questions answered so that better laws can be passed, or is this about creating a spectacle?” Frey said. “I don't want a circus."

Making executive branch officials available to answer questions and follow-ups, in public, is the lowest possible bar for government. Frey says it creates a "spectacle" and a "circus." www.startribune.com/mpd-budget-o...
Deputy City Attorney Dan Abelson told the committee the city charter gives the council the authority to request information and the mayor must provide it, but the charter doesn’t specify what form that information must take. The council can’t compel city departments to give presentations, for example, he said.

The council president, Elliott Payne, said proponents of a strong-mayor system promised more accountability and efficiency, but limiting staffer time at the council won’t accomplish either.

“This is about government structure,” Payne said. “This is about the promise of the executive mayor form of government leading to more efficiency and more accountability and the failure of this to deliver on that.”

The mayor said one way or another, the council will get answers. But sometimes that will come in a written response.

“We are going to give them whatever information that they need, under the law,” Frey said.

The city council passed a noise ordinance update banning obnoxious motion sensor alarms, with an amendment that specifies the sound must be audible from within a neighboring residence and that it won't apply to alarms triggered by motion within the property boundaries.
b) It is a violation to intentionally sound or permit the sounding outdoors of any fire, burglar, or civil
defense alarm, siren, whistle, or similar stationary emergency signaling device, except in the following
circumstances:
(1) The existence of an emergency.
(2) Testing the device, not to exceed four (4) minutes in an hourly period, unless approved by the director
when there is no reasonable alternative to exceeding four (4) minutes of testing and the testing is required
by state or federal laws, rules, or regulations.
(3) The sounding of a properly maintained car alarm.
(4) The sounding of a motion-sensor on private property so far as it is:
a. not Not audible from within an enclosed residential dwelling in an urban neighborhood or residential
mixed-use district boundary, or a permitted or conditional residential use.
b. Triggered by motion within the property boundary where the motion-sensing device is located.

instead of "gee whiz, must be hard when the city council isn't on the side of the police" we should ask, "why have you ordered MPD not to stand for questions in front of the city council, re: $21 million in overspending, at the same time you're requesting an 11% tax increase?"

Today marks an escalation in the Minneapolis government structure wars we've been fighting since 2021. Mayor Frey has decided MPD and other departments don't have to show up to answer questions from the city council, so he's directing them not to. They can do it via memo.

Council President Payne is so steamed about unaccountable MPD spending that he's mixing metaphors: "instead of a canary in a coal mine, we have a horse in a barn stall." The council decided not to fund horse police, and yet the spending continues. An "adopted budget means nothing to [MPD]."
